Bryce Evans has dedicated his professional life to law enforcement and public safety, bringing over 40 years of policing experience across both the United States and Canada. He began his career in the U.S. before joining the Toronto Police Service in 1980, where he served with distinction across a wide range of operational and leadership roles.

Early in his career, Bryce demonstrated strong leadership, investigative acumen and sound judgment, which propelled him into increasingly senior positions. As a senior officer, he oversaw several key portfolios, including Professional Standards, Community Safety Command, Court Services, Financial Crimes & Asset Forfeiture, Specialized Criminal Investigations, and Detective Operations. He served as the over-all Unit Commander of elite units, the Homicide Squad, the Hold-Up Squad, Sex Crimes, and Forensic Identification Services.

Bryce was the architect of Operation Reboot, a transformative initiative aimed at modernizing the Toronto Police Service’s approach to cybercrime. This project addressed internal vulnerabilities, advanced digital  investigative practices, and integrated global best practices in law enforcement technology. Operation Reboot led directly to the creation of the Toronto Police Cyber Crimes Unit, a model now emulated by other police agencies.

Over the course of his career, Bryce was repeatedly entrusted by the Command Officers in leading complex national and international investigations, particularly in cybercrime and counterfeit goods. One of the most high-profile cases he led was the investigation into the Ashley  Madison data breach - a global incident affecting millions. Bryce not only directed the investigation but also served as the media spokesperson, managing the enormous publicity and the intense international scrutiny. His role is highlighted in two Ashley Madison documentaries: Sex, Lies and Cyber Attacks (2019) and Ashley Madison: Sex, Lies and Scandal (2024).

In addition, Bryce is a certified Incident Commander, Public Order Commander, and member of a CBRNE Unified Command (Chemical, Biological, Radiological, Nuclear & Explosive), underscoring his expertise in crisis leadership and emergency response. Recognized as a “go-to” leader, Bryce had been selected to oversee the security and planning for major public events in Toronto. He understands the critical importance of protecting an organization's reputation and has consistently implemented strategies to strengthen both internal and external trust.

In 2013, Bryce founded Outside the Box Security Solutions Inc. (OTBSS), leveraging his deep expertise and professional network by offering services in consulting, investigations, cyber solutions, and educational outreach. Under his leadership, OTBSS has supported large-scale national events, including the 2014 Confederation Landing Celebration in Prince Edward Island and the 2017 Canada 150’s Inspiration Village in Ottawa (Canada's 150th commemoration). For the events, Bryce developed community safety guidelines, emergency plans, risk assessments and liaised between emergency services, event sponsors, event officials, civic administrators, and politicians to facilitate and navigate these events to highly successful conclusions.

In 2018, Bryce Evans was invited as the keynote speaker at the Vietnam National University (VNU) – University of Science in Ho Chi Minh City. In alignment with the principles of Education 4.0, he led interactive workshops for faculty and students on risk management, emergency planning, crisis communication, and cybercrime, emphasizing the real-world implications of campus-related risks and liabilities. To formalize the collaboration, Bryce signed a Memorandum of Understanding with the Center of Educational Excellence and the Center for Education Accreditation at VNU. Since then, he has continued to consult and facilitate sessions with national education quality assessors, academic leaders, quality assurance managers, and university administrators, focusing on foundational and advanced practices in risk management for higher education institutions.
